Auditory perception is traditionally conceived as the perception of sounds — a friend’s voice, a clap of thunder, a minor chord. However, daily life also seems to present us with experiences characterized by the absence of sound — a moment of silence, a gap between thunderclaps, the hush after a musical performance. In these cases, do we positively hear silence? Or do we just fail to hear, and merely judge or infer that it is silent? This longstanding question remains controversial (...) in both the philosophy and science of perception, with prominent theories holding that sounds are the only objects of auditory experience and thus that our encounter with silence is cognitive, not perceptual. However, this debate has largely remained theoretical, without a key empirical test. Here, we introduce a novel empirical approach, presenting experimental evidence that silence can be genuinely perceived (not just cognitively inferred). We ask whether silences can ‘substitute’ for sounds in event-based auditory illusions — empirical signatures of auditory event representation in which auditory events distort perceived duration. Seven experiments introduce three new ‘silence illusions’ — the one-silence-is-more illusion, silence-based warping, and the oddball-silence illusion — each adapted from a prominent perceptual illusion previously thought to arise only from sounds. Subjects were immersed in ambient noise interrupted by silences structurally identical to the sounds in the original illusions. In all cases, silences elicited temporal distortions perfectly analogous to the illusions produced by sounds. Our results suggest that silence is truly heard, not merely inferred, introducing a general approach for studying absence perception. (shrink)

Objects and events are fundamental units of perception: Objects structure our experience of space, and events structure our experience of time. A striking and counterintuitive finding about object representation is that it can warp perceived space, such that stimuli within an object appear farther apart than stimuli in empty space. Might events influence perceived time in the same way objects influence perceived space? Here, five experiments (N=500 adults) show that they do: Just as stimuli within an object are perceived as (...) farther apart in space, stimuli within an event are perceived as further apart in time. Such “Event-based Warping” is elicited both by events characterized by sound (E1), as well as events characterized by silence (E2). Moreover, these effects cannot be explained by surprise, distraction or attentional-cueing (E3 and E4), and also arise cross-modally (from audition to vision; E5). We suggest that object-based warping and event-based warping are both instances of a more general phenomenon in which representations of structure — whether in space or in time — generate powerful and analogous relative perceptual distortions. In Schopenhauer’s thought, the will’s primacy over the intellect seems to suggest that the intellect plays no role in determining what we do. I provide an alternative picture of the intellect as actively deliberating and choosing in abstract cognition from what it passively receives from the will in natural cognition.

In philosophical methodology, intuitions are used as evidence to support philosophical theories. In this paper, I evaluate the skeptical argument that variation in intuitions is good evidence that our intuitions are unreliable, and so we should be skeptical about our theories. I argue that the skeptical argument is false. First, variation only shows that at least one disputant is wrong in the dispute, but each disputant lacks reason to determine who is wrong. Second, even though variation in intuitions shows that (...) at least one disputant has the wrong intuition in the thought experiment, it is not evidence of unreliability of any disputant’s intuition regarding the philosophical theory being tested. So, variation in intuitions is not good evidence that one’s own intuitions are unreliable. One reply from the literature in peer disagreement is that we should conciliate if we cannot determine who is wrong. I argue that these disagreements are instead unconfirmed peer disagreements (i.e., no good reason to take or dismiss disputants as an epistemic peer, inferior or superior). I argue that if you have a strong intuition about a case, then it is rational for you to remain steadfast. Thus, variation in intuitions does not call for skepticism. (shrink)

Ideal theory in social and political philosophy generally works to hide philosophical theories’ complicity in sustaining the structural violence and maintenance of white supremacy that are foundational to settler colonial societies. While non-ideal theory can provide a corrective to some of ideal theory’s intended omissions, it can also work to conceal the same systems of violence that ideal theory does, especially when framed primarily as a response to ideal theory. This article takes a decolonial approach to exploring the limitations of (...) non-ideal theory in its ability to respond to and redress the continuing harms done to Indigenous peoples by settler colonialism, including by outlining non-ideal theory’s relationship to a colonial politics of recognition. It is widely thought that knowledge is factive – only truths can be known. However, this view has been recently challenged. One challenge appeals to approximate truths. Wesley Buckwalter and John Turri argue that false-but-approximately-true propositions can be known. They provide experimental findings to show that their view enjoys intuitive support. In addition, they argue that we should reject the factive account of knowledge to avoid widespread skepticism. A second challenge, advanced by Nenad Popovic, appeals to multidimensional geometry to build (...) a case where it seems intuitive that a person knows p even though p is false. In addition, Popovic argues that we should reject the factive account of knowledge because most of us would not become widespread skeptics if we discovered that ordinary objects in our world are actually four-dimensional. In this paper, we defend the factive account of knowledge against these arguments by challenging the intuitive appeal of the cases and arguing that there is no real threat of widespread skepticism for the factive account of knowledge. Alvin Plantinga has famously responded to the logical problem of evil by appealing to the intrinsic value of significant free will. A problem, however, arises because traditional theists believe that both God and the redeemed who go to heaven cannot do wrong acts. This entails that both God and the redeemed in heaven lack significant freedom. If significant freedom is indeed valuable, then God and the redeemed in heaven would lack something intrinsically valuable. However, if significant freedom is not intrinsically (...) valuable, then Plantinga’s reply to the logical problem of evil fails. In this paper, we assess three contemporary solutions to the dilemma above. The first is the love solution, which proposes that significant freedom is necessary for agents to love, and loving others is intrinsically good. The second is the soul-making solution, which argues that significant freedom is necessary for self-developing one’s moral character, and having a self-developed moral character is intrinsically good. The third is the derivative free will solution, which argues that significant freedom is necessary for derivative free will in heaven, and derivative free will is intrinsically good. We raise problems against all three solutions and instead defend a fourth solution – the ultimate responsibility solution. That is, significant freedom is instrumentally valuable as it gives agents ultimate responsibility with regards to morally significant acts. Finally, we defend the ultimate responsibility solution against two major objections. (shrink)

This paper critically reviews the arguments supporting rational genuine satisficing. The deconstructive effort unearths inherent problems with the position in both static and dynamic contexts. Many of these arguments build on Herbert Simon’s canonical arguments surrounding incommensurability and demandingness problems. Optimizing is re-constructed using the principles of instrumental satisficing to answer these charges. The resulting conception is both obviously undemanding and a recognizable response to focused decision making.

In the recent past, Vietnam has dramatically increased its investment relationship and trade with the United States. At the same time, United States foreign direct investment and trade with China has been decreasing. This is even more significant when we are in a period of internal growth within the United States. Using comparative business system analysis theory and a mixed method approach we conclude that Vietnam is turning into the new China for United States firms due to the fewer differences (...) that exist between their business systems. The Chinese business system has major differences when compared with the economic system of the United States, whereas the Vietnam system has closer resemblance to the United States system. We have laid out inferences of our arguments for future research, particularly in the area of institutional comparative advantage. (shrink)

Results: We analyzed 1,402 surveys and 15 in-depth interviews. Many (32%) CL participants reported greater difficulty refilling medications and a minority (14%) reported greater difficulty accessing HIV care during the pandemic. Most (99%) Opt4Mamas participants reported no difficulty refilling medications or accessing HIV/pregnancy care. Among the CL participants, older women were less likely (aOR = 0.95, 95% CI: 0.92–0.98) and women with more children were more likely (aOR = 1.13, 95% CI: 1.00–1.28) to report difficulty refilling medications. Only 2% of (...) CL participants reported greater difficulty managing FP and most (95%) reported no change in likelihood of using FP or desire to get pregnant. Qualitative analysis revealed three major themes: (1) adverse organizational/economic implications of the pandemic, (2) increased importance of pregnancy prevention during the pandemic, and (3) fear of contracting COVID-19. Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/protective highlights counter normative consequences and opposes the use enhancers. The Individual/proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

The impacts of climate change are already felt by local communities in regions on the frontline. While communities have exercised agency to generate local impact and promote trust, the overwhelming impact of climate change necessitates effective state responses, and regional and global cooperation. Global cooperation, in turn, needs to better address (...) the challenges to peace and security faced by regions most exposed to the impacts of climate change. Southeast Asia is already experiencing direct climate change impacts from changes in temperature, precipitation, sea-level rise, ocean warming, and more frequent and intense extreme weather events. The subsequent indirect climate change impacts on food and water security, and changes in natural resource exploitation and migration patterns, affect the lives and livelihoods of people and communities across the highly diverse region and threaten its peace and security. In Southeast Asia, the cross-cutting impacts of climate change on peace and security can be analysed through the framework of comprehensive security. Comprehensive security is the organising concept of security in the region, integrated and widely reflected in the security lexicon in the ASEAN region and beyond. Unlike the conventional notion of security, which is narrowly defined to mean defending state borders from military attack, comprehensive security is a much broader conceptualisation of security that “[goes] beyond (but does not exclude) the military threats to embrace the political, economic and socio-cultural dimensions.". Bài viết xác định các yếu tố có tác động lớn tới rủi ro tài chính tại các doanh nghiệp sản xuất niêm yết trên sàn chứng khoán Việt Nam dựa trên phương pháp chọn biến LASSO và xây dựng mô hình học máy dự báo rủi ro tài chính. Kết quả nghiên cứu cho thấy, mô hình LASSO đã xác định 5 chỉ số tài chính ảnh hưởng đến rủi ro tài chính mà các doanh nghiệp rủi ro gặp (...) phải trong suốt 5 năm (2017-2021) gồm: Hệ số khả năng thanh toán ngắn hạn (Tài sản ngắn hạn/Nợ ngắn hạn); Số vòng quay tổng tài sản (Doanh thu thuần/Tổng tài sản); ROA (Lợi nhuận sau thuế/Tổng tài sản); Tỷ lệ Nợ dài hạn trên Tổng tài sản; Tỷ lệ Nợ ngắn hạn trên Tổng nợ phải trả. Mạng nơron nhân tạo (Artificial Neural Network - ANN) cho thấy, Hiệu quả cao nhất trong việc dự đoán tình hình rủi ro tài chính. Từ đó, đề xuất một số giải pháp và chính sách cho các doanh nghiệp. Cụ thể, chúng tôi cho rằng các công cụ AI tạo sinh gặp khó khăn trong việc tiếp cận đến những nguồn kiến thức thuộc các văn hóa thiểu số, hoặc các ngôn ngữ nhỏ, có thể gây khó khăn trong việc tuyên truyền kiến thức khoa học, thực hiện chính sách. Chiến lược loại bỏ than đầy tham vọng của Trung Quốc là một bước quan trọng trong việc đáp ứng các mục tiêu khí hậu toàn cầu, đặc biệt là các mục tiêu 1,5°C và 2°C của Thỏa thuận Paris. Với hơn một nửa công suất điện than của thế giới nằm ở Trung Quốc, sự thành công của quá trình chuyển đổi này có ý nghĩa sâu rộng đối với cả sự bền vững quốc gia và toàn cầu.

Khi tốc độ mất đa dạng sinh học gia tăng trên toàn cầu, khoa học công dân (citizen science) đang chứng tỏ là một nguồn lực mạnh mẽnhưng vẫn chưa được khai thác hiệu quả trong công tác bảo tồn.

Sự tiến bộ nhanh chóng của các nền tảng Công nghệ Thông tin (CNTT) và ngôn ngữ lập trình đã làm thay đổi hình thái vận động và phát triển của xã hội loài người. Không gian mạng và các tiện ích đi kèm ngày càng được mở rộng, dẫn đến sự chuyển dịch dần từ đời sống trong thế giới thực sang đời sống trong thế giới ảo (còn gọi là không gian mạng hay không gian số). Sự mở (...) rộng và phát triển của các Mô hình Xử lý Ngôn ngữ Tự nhiên (Natural Language Processing – NLP) và Mô hình Ngôn ngữ Lớn (Large Language Model – LLM) thể hiện những đặc điểm giống con người về lập luận, nhận thức, sự chú ý và sáng tạo đã giúp con người vượt qua rào cản về khả năng vận hành. Đi kèm với các tiềm năng to lớn của AI là những lỗ hổng bảo mật mới và các rủi ro về an ninh thông tin phức tạp hơn. Khi xã hội vẫn đang cố gắng chuyển mình sang giai đoạn mới để có thể thích ứng với sự biến đổi công nghệ, cuộc cách mạng AI lại tiếp tục diễn ra đòi hỏi chúng ta phải suy nghĩ lại quỹ đạo của quá trình chuyển đổi xã hội vì nó có thể làm trầm trọng hơn các rủi ro an ninh thông tin được trình bày ở trên. Cụ thể, xã hội cần tiến hóa như thế nào để có thể bắt kịp với sự biến đổi mang tính đột phá tạo ra bởi làn sóng công nghệ AI hiện nay? Làm sao để quản lý và tận dụng sức mạnh của chúng trong khi vẫn đảm bảo được an ninh thông tin khi không gian và thời gian sống trong thế giới ảo của chúng ta ngày càng tăng? Phần một của bài viết sẽ bàn về các vấn đề và rủi ro ảnh hưởng đến an ninh thông tin trong kỷ nguyên AI, cũng như là vai trò, lợi thế, và cơ hội của việc vận dụng AI cho mục đích đảm bảo an ninh thông tin. Lĩnh vực tín dụng cá nhân tuy có nhiều tiềm năng và tạo cho các ngân hàng có nguồn thu bền vững trong dài hạn nhưng hoạt động này hàm chứa nhiều rủi ro mà các ngân hàng càng quan tâm, đặc biệt trong sô' đó là rủi do không thể trả nỢ, đứng ở 2 khía cạnh là sô' nợ gôc và thời hạn trả nợ. Sẽ rất nguy hiểm nếu trong thời kỳ hiện nay ngân hàng tiếp tục (...) bổ sung vào khối lượng nợ xấu của mình từ rủi ro tín dụng cá nhân khi lượng nợ xấu từ khách hàng doanh nghiệp vẫn chưa thể xử lý được. Do đó, có thể nhận thấy trong thời điểm hiện nay cùng với sự tăng trưởng của tín dụng thì việc nhận diện và đo lường rủi ro tín dụng trở thành việc làm cấp bách. (shrink)

Thị trường chứng khoán (TTCK) Việt Nam khai trương vào ngày 20/7/2000 và chính thức hoạt động từ ngày 28/7/2000 sau nhiều năm chuẩn bị. Trải qua nhiều biến động, cho đến nay, thị trường chứng khoán Việt Nam ngày càng được hoàn thiện phù hợp với xu thế phát triển và nhu cầu của nhà đầu tư. Để tìm kiếm lợi nhuận và xác định được mức rủi ro, nhà đầu tư cũng như nhà quản lý cần có những (...) kiến thức cơ bản, chính xác và cập nhật về thị trường chứng khoán. Do đó việc phân tích đầu tư chứng khoán luôn là vấn đề đặt lên hàng đầu. Phân tích đầu tư chứng khoán thường tập trung vào hai vấn đề chính: một là phân tích, dự báo và đánh giá xu hướng giá của cổ phiếu, hai là phân tích đo lường rủi ro trong quá trình đầu tư, từ đó đưa ra các kịch bản và chiến lược đầu tư phù hợp. Trong thực tế, nhà đầu tư cũng như nhà quản lý luôn đặt câu hỏi ‘‘Làm sao dự đoán được xu hướng cũng như sự biến động của giá cổ phiếu? Làm sao đánh giá được mức độ rủi ro có thể xảy ra với mỗi danh mục đầu tư để từ đó xây dựng chiến lược đầu tư phù hợp sao cho mang lại lợi nhuận cao và phòng tránh được rủi ro?”. Có rất nhiều nghiên cứu, phân tích về chuỗi giá cổ phiếu đã được thực hiện nhằm tìm lời giải đáp thỏa đáng cho các vấn đề trên. Thực tế cho thấy, giá của các cổ phiếu trên thị trường luôn luôn thay đổi theo thời gian. Điều này đem đến nhiều cơ hội tìm kiếm lợi nhuận nhưng cũng tiềm ẩn rất nhiều rủi ro cho các nhà đầu tư khi tham gia vào thị trường này. Việc hiểu biết và dự đoán được xu hướng biến động giá của các cổ phiếu cũng như dự đoán được khả năng lỗ lãi trong tương lai là một việc rất quan trọng đối với tất cả các nhà đầu tư và nhà quản lý tài chính nhằm mục đích đưa ra những quyết định chiến lược đầu tư thích hợp. Nếu nền kinh tế quốc gia là một cơ thể sống, thì hệ thống tài chính là cơ chế tạo, cung cấp và lưu thông máu tới từng tế bào, bộ phận. Thiếu hay thừa đều phát sinh các vấn đề cần giải quyết. Với quá trình chuyển đổi kinh tế và hội nhập quốc tế mạnh mẽ, liên tục giám sát, kịp thời dự đoán sát thực các dấu hiệu và biến động của thị trường để từ đó xây (...) dựng chính sách điều tiết thị trường tài chính và toàn bộ nền kinh tế một cách hợp lý là việc làm cần thiết bảo đảm tăng trưởng kinh tế bền vững, đúng định hướng. Tiến bộ công nghệ đã tăng tốc theo cấp số nhân, đặc biệt trong lĩnh vực mạng xã hội trực tuyến. Các ứng dụng công nghệ kỹ thuật số ra đời nhằm nâng cao và cải thiện các phương thức giao tiếp mới mẻ trên các nền tảng truyền thông xã hội, đặc biệt là Facebook. Nghiên cứu phân tích các yếu tố tác động đến quyết định mua hàng của người dùng Facebook đối với mặt hàng sản phẩm thời (...) trang thông qua mô hình phương trình cấu trúc (SEM). Kết quả nghiên cứu cho thấy, Cảm xúc; Chất lượng và eWOM có ảnh hưởng tích cực và đáng kể đến Quyết định mua hàng quần áo thời trang của người dùng Facebook; trong khi, Giá và Rủi ro không có ảnh hưởng. Trong thời đại mà biến đổi khí hậu và các hoạt động của con người đang tái định hình chu trình nước toàn cầu, việc đánh giá chính xác hạn hán ngày càng trở nên khó khăn và nhiều rủi ro. Trước đây, các mô hình hạn hán thường dựa vào giả định “tính ổn định theo thời gian” (stationarity) – tức là các mô hình khí hậu và nguồn nước trong quá khứ có thể dùng để dự đoán tương (...) lai. Tuy nhiên, giả định này ngày càng không còn đúng, khi hơn một nửa diện tích Trái Đất đang chứng kiến tình trạng suy giảm lưu trữ nước kéo dài. (shrink)

Hiểu rõ nơi các công ty hoạt động là yếu tố cơ bản để đánh giá cách thức mà họ tác động đến và phụ thuộc vào thiên nhiên.

Bài nghiên cứu kiểm tra hiệu ứng bất cân xứng của đòn bẩy tài chính trên thị trường tài chính cận biên của Việt Nam. Thông qua việc áp dụng mô hình kinh tế lượng EGARCH và TARCH, bài nghiên cứu đã xác nhận sự tồn tại của hiệu ứng bất cân xứng của tin tức đến mức độ rủi ro trên thị trường chứng khoán Việt Nam. Cụ thể, tin tức tiêu cực có tác động mạnh hơn so với (...) tin tức tích cực đến sự biến động của giá tài sản trong tương lai. Ngoài ra, mô hình TARCH có sự phù hợp hơn so với mô hình EGARCH dựa trên sự kiểm tra chỉ tiêu tiêu chuẩn thông tin Akaike (AIC) và tiêu chuẩn thông tin Bayesian (BIC). (shrink)

Một khối lượng nghiên cứu ngày càng tăng cho thấy biến đổi khí hậu không chỉ mang đến những rủi ro hiển nhiên như thời tiết cực đoan, mà còn tiềm ẩn các nguy cơ sức khỏe ít được chú ý hơn—trong đó có sự gia tăng của các bệnh nấm, điển hình như sốt Valley (Valley fever). Căn bệnh này, do hít phải bào tử nấm Coccidioides tồn tại trong đất, đã chứng kiến số ca mắc tại California tăng (...) gấp ba lần kể từ năm 2014, gây ra các tình trạng từ triệu chứng hô hấp nhẹ đến biến chứng đe dọa tính mạng [2].
